• Justification of Expenses: Proposals must detail expense breakdowns, irrespective of whether the funding requirement is $5 million, $7 million, or $10 million.

• Long-Term Viability: Applicants are encouraged to consider how their models can provide long-lasting benefits to businesses, developers, and startups—not merely serving as a one-off solution.

Understanding Foundation AI Models

A foundation AI model, as defined by the mission, is one that leverages extensive training data for generative AI applications. This includes, but is not limited to, general-purpose horizontal models, multimodal models (spanning video and audio), and specialized vertical solutions. Singh clarified that fine-tuning pre-existing models, such as Meta’s Llama 3, does not qualify under this initiative.

The nation is poised to develop its own sovereign AI foundation model, with an estimated timeframe of nine to twelve months to bring such an innovation to fruition.
