To address the escalating issue of domestic violence and repeat offenses, Türkiye has unveiled a cutting-edge artificial intelligence (AI) system designed to predict and prevent potential crimes before they occur. This innovative solution focuses on averting domestic violence cases from escalating into fatal incidents, marking a significant leap in predictive assessment for law enforcement.

Origin of the System

Originally conceived as a traditional method in 2011, this system has evolved significantly under the guidance of Professor Dr. Coşkun Taştan from the Police Academy. During a parliamentary commission meeting on violence against women, Prof. Taştan detailed how the initial approach, which was reliant on gathering suspect data upon victim complaints, lacked efficacy. The pressing need for improvement led to the integration of AI to deliver quick and precise risk assessments.

Functionality and Impact

Upon a victim's complaint, the system swiftly performs a risk analysis by reviewing critical details of both the suspect and the victim. This process generates a risk score within minutes, effectively signaling potential threats of escalated violence, thus aiding authorities in taking preemptive actions.

Prof. Taştan highlighted, "The system warns us of the possibility of homicide, even before a crime takes place," allowing law enforcement to enact urgent protective measures if a scenario is deemed high risk.

Superior Accuracy and Implementation

This AI model boasts an impressive 75% accuracy rate, surpassing the 63.8% accuracy of the U.K.'s HART system, known for its suspect risk evaluation. This superior performance is poised to enhance crime prevention efforts across Türkiye. By year-end, the system is set to be operational in approximately 1,200 domestic violence bureaus, according to Taştan.

Wider Applications and Judicial Integration

Aside from domestic violence, the AI will extend its service to general crime risk analysis. A significant issue in Türkiye's justice system has been the disparity between law enforcement records and judicial verdicts, where repeat offenders often evade confinement due to the absence of judicial convictions.

To address this discrepancy, the AI system will produce risk assessment reports for the courts. These reports aim to classify offenders based on risk, thereby supporting judges in making more informed decisions.
